HS codes for beds, headboards and mattresses — and the classification traps

A wooden bed is HS 9403.50, a metal bed 9403.20, a headboard usually a part (9403.91), mattresses 9404.21 or 9404.29. The traps that change the duty.

In short

  • A bed is not a seat: upholstered or not, a bed frame goes to 9403.50 (wood) or 9403.20 (metal), never to 9401.
  • Mattresses are split by filling: 9404.21 for cellular rubber or plastics (foam, latex) and 9404.29 for other mattresses, which is where pocket-spring and most hybrid mattresses land.
  • Box springs, slatted bases and divan bases are mattress supports, 9404.10; duvets and quilts have had their own line, 9404.40, since HS 2022.
  • In the US, mattresses from China have been subject to an anti-dumping order since 2019 (at the time of writing — confirm with your broker).
  • A forwarder’s post with 308 likes advises dismantling beds and labelling every part and screw bag to cut shipped volume — which also means the parts must be declared as one bed.

A bed frame is classified as furniture under 9403: 9403.50 if it is wooden, 9403.20 if it is metal. A headboard shipped on its own is normally a furniture part (9403.91 for wood). Mattresses and bed bases are not 9403 at all: they fall under 9404 — 9404.10 for mattress supports, 9404.21 for foam or latex mattresses and 9404.29 for spring and other mattresses. Confirm the national line and duty with your broker.

What is the HS code for a bed?

A bed frame is 9403.50 if wooden and 9403.20 if metal; the mattress and base that go with it are classified separately under 9404. Chapter 94 lists seats and beds together in its notes, but the headings keep them apart: beds are “other furniture”.

Item HS 2022 Notes
Wooden bed frame, including upholstered bed on a wooden frame 9403.50 Most Foshan upholstered beds
Metal bed frame, bunk bed 9403.20 Steel or aluminium frames
Headboard shipped on its own, wood or upholstered on wood 9403.91 Part of furniture, of wood
Headboard shipped on its own, metal 9403.99 Other parts
Box spring, slatted base, divan base 9404.10 Mattress supports
Foam, memory-foam or latex mattress 9404.21 Covered or not
Pocket-spring, Bonnell or hybrid mattress 9404.29 Other mattresses
Duvet, quilt / pillows and cushions 9404.40 / 9404.90 Bedding, not furniture
Sofa bed 9401.41 / 9401.49 A seat, not a bed — see sofa HS codes

For the rest of the chapter, see the furniture HS codes guide to Chapter 94.

Is a headboard classified as furniture or as a part?

Shipped fitted to, or together with, the bed it belongs to, a headboard is part of the bed; shipped alone, it is usually a furniture part under 9403.91 (wood) or 9403.99. Wall-mounted headboards sold as decorative panels can be argued differently, which is why an unusual design deserves a broker’s opinion.

The practical trap is splitting. A bed dismantled into headboard, side rails, slats and footboard for shipping is still one bed. Declare it as a bed, with the packing list showing how many cartons make up each set.

Our view

In bedroom orders, the risk is not the bed frame — it is the mattress travelling with it. The frame is ordinary furniture; the mattress carries its own code, its own flammability paperwork and, for the US, its own anti-dumping history. Quote, test and declare the mattress as a separate product, even when it arrives on the same pallet as the bed.

What is the HS code for a mattress?

9404.21 if the mattress is of cellular rubber or plastics — foam, memory foam, latex — and 9404.29 for everything else, including pocket-spring and most hybrids. The cover fabric does not change the code.

  • Hybrids. A pocket-spring core with foam comfort layers is normally treated as “other” (9404.29); confirm with your broker if foam dominates.
  • Roll-packed mattresses. Compressing and rolling a foam or pocket-spring mattress changes the freight volume, not the code.
  • Air and water mattresses are excluded from Chapter 94 and follow their material.
  • Safety rules. Mattresses usually have to meet flammability rules in the destination — the US federal mattress standards, the UK’s furniture fire-safety regulations — so ask for test reports before production.

In the US, an anti-dumping order on mattresses from China has applied since 2019, with later cases against several other countries (at the time of writing — confirm with your broker). Check it with the wider duty picture in US tariffs on furniture from China.

What does the comment section add?

The 261 comments under the forwarder’s guide are almost all price requests — which is itself the finding.

  • Demand is global. Readers ask for sofa and bed shipping quotes to Spain, the US (including Orlando), Toronto, Australia and New Zealand.
  • Clearance questions go private. Asked directly whether they handle customs clearance for a sofa to the US, the forwarder replied only “we can, messaging you” — the key terms are never public.
  • Installation is an extra. Under the Singapore post, a reader asks whether installation is included and is told to get in touch; the UK post’s own graphic notes that installation costs extra.

How should beds and mattresses be packed and declared for shipping?

Dismantle the bed, label every part, and make sure the packing list tells customs which cartons form which bed. The forwarder guide in this research recommends breaking large pieces into smaller parts to save volume, marking each part with its screws and fittings for reassembly, and three layers of wrapping — tissue, foam sheet and cardboard — with wooden crates added where needed.

Two cautions. Any solid-wood crate must be ISPM 15-treated and marked, while plywood crates are exempt. And “duties-included” offers — a UK-route forwarder advertises “double clearance, tax included” door-to-door pricing — shift the customs declaration onto the forwarder: ask who is importer of record and what value and code will be declared. Plan the freight itself through furniture shipping and consolidation from China.

What about outdoor daybeds and office nap beds?

An outdoor daybed follows the outdoor-furniture rules; a folding nap bed follows its frame material. A rattan daybed can fall under the rattan lines, and a garden lounger is a seat rather than a bed — see outdoor and rattan furniture HS codes. Beds and sleeping pods for offices or staff rooms are covered with other workplace pieces in office furniture HS codes.

How Source Foshan handles it

For bedroom orders we write the frame, headboard, slats and mattress into one specification, with mattress construction and test reports treated as separate items. Every piece is inspected against the confirmed spec before loading, with a photo and video report. In our Foshan consolidation warehouse we re-pack to export standard, label each carton by room so a dismantled bed is traceable as one set, and coordinate export documents, customs and door-to-door delivery with the forwarder. Your broker confirms codes and duty; we supply the evidence.

Prefer to choose from a ready catalogue?

If you are furnishing bedrooms and would rather choose from a curated range, we recommend Arcaya Living: beds and bedroom pieces sourced to confirmed specifications, with export packing, delivery and installation handled through to your door.
